At present there are different types of safety systems in buildings, where vehicular access is done manually by building staff. This method leads to expect when you have a visitor and you have to authorize their entry, as they have to contact staff to confirm. Also, for residents in some cases it may be an inconvenience to lose their access key. The purpose of this work is the creation of a software license plates recognition which will help to access control systems used in buildings. The software attempts to automate the process of access by residents and authorized access based on visual recognition of the license plate readers.

In the world they are used recognition systems that rely on license plates surveillance, smart parking and traffic control. The use of these systems is driven by governments that use them, spreading development through technological or by companies that offer the service investments, however, for example in our country, does not have a system of this type that works properly, this could be for different reasons, where the most characteristic is little control over the use of standard license plates.

The main problem to be addressed in this paper is the question of the automatic detection of the license plate of the Peruvian system of license plates, which involves performing a pre-processing of the image which includes edge detection and image detecting plate. Once detected the plate, it can be processed by an optical character recognition (OCR). What is intended is to develop a method to remove the board from cars, with the application space controlled vehicular access to a building, considering the characteristics of the boards of domestic cars in addition to the error factors present in the Peruvian environment.
