RESUMEN

En la actualidad hablar de desarrollo sostenible es fundamental, por que

engloba tres aspectos fundamentales como: social, económico y ambiental,

pero la sostenibilidad también nos permite ver las cosas con una visión

futurista, donde aprovechemos nuestros recursos naturales pero a su vez traiga

beneficios económicos y sin comprometer las necesidades de las generaciones

futuras, considerando como elemento prioritario el conocimiento y la riqueza

cultural.

El turismo es una de las actividades que puede ayudar a conservar, proteger,

promover los aspectos culturales y naturales de las localidades, es decir es

una actividad congruente con las concepciones del desarrollo sostenible.

Propiamente dicho sabemos que el turismo va creciendo aceleradamente y eso

acarree una serie de efectos positivos como negativos. Eso nos conlleva a

prepararnos y trabajar de una forma más planificada y plantear estrategias que

nos ayuden a contrarrestar los efectos negativos. Es aquí donde nace el tema

de fortalecimiento de capacidades.

Finalmente lo que busco con esta tesis es evaluar el trabajo de la Cooperación

Técnica Alemana(GTZ) en el rol del turismo, principalmente en el distrito de

Chazuta, donde se está desarrollando el tema de fortalecimiento de

capacidades con una serie de actividades como intercambios culturales y de

consultorías como: Estudio de mercados, guiado e interpretación, gastronomía

y otros.

Esta experiencia, desarrollada en un área rural, es sin duda alguna positiva,

porque busca, desarrollar el turismo sostenible, teniendo como actores

principales a personas de la localidad.

SUMMARY

At present to speak about sustainable development is fundamental, for that it

includes three fundamental aspects as: social, economic and environmental,

but the sustainability also allows us to see the things with a futurist vision,

where we take advantage of our natural resources but in the same way it brings

economic benefits and without compromising the needs of the future

generations, considering to be the knowledge and the cultural wealth a priority

element.

The tourism is one of the activities that it can help to preserve, to protect, to

promote the cultural and natural aspects of the localities, that is to say it is a

congruent activity with the conceptions of the sustainable development.

In strict sense we know that the tourism is growing intensively and it causes a

series of positive as negative effects. It carries to us for preparing and working

of a more planned form and to raise strategies that help us to offset the

negative effects. It is here where the topic of strengthening capacities is born.

Finally what I look for with this thesis is to evaluate the work of the Technical

German Cooperation (GTZ) in the role of the tourism, mainly in Chazuta's

district, where the topic of strengthening capaciies is developing with a series of

activities such as cultural exchanges and of consultancies , study of markets,

guiding and interpretation, gastronomy and others.
