Este documento de grado, culminado con mucho esfuerzo y amor va dedicado especialmente a nuestros padres, a los vecinos de la zona San Felipe de Seque Sector 7 de la ciudad de El Alto, quienes nos  brindaron su confianza sobre el tema, las mismas que nos sirvieron de base para fundamentar nuestra investigación.

A todas y cada una de las personas que de alguna u otra manera, contribuyeron a que lograríamos esta meta.

RESUMEN

La importancia de la comunicación data desde el principio de la vida del ser humano, por la necesidad de interactuar con su entorno social en función de su sobre vivencia y desarrollo de la especie. En los últimos tiempos nuestro país ha pasado por múltiples cambios sociales y económicos los cuales han transformado ciertos escenarios de nuestra sociedad

Asimismo con la presente investigación se pretende combatir contra la indiferencia de la no participación en diferentes reuniones esto en bien del progreso de la zona sabiendo que es una de las falencia que afecta al progreso de la misma y más por el contrario ayuda a la delincuencia a crezca fácilmente en su entorno social.

La realidad de los pobladores de la zona San Felipe de Seque sector 7 muestra precariedades en sus condiciones de vida, una de las causas es la falta de información adecuada y orientación a sus autoridades o dirigentes como a los mismos vecinos. Esto genera ausencia de participación vecinal, lo cual implica un descenso en su organización y demandas como la falta de los servicios básicos que es un elemento imprescindible para vivir bien al igual que una adecuada comunicación. Otro factor adverso es la inseguridad ciudadana, la ausencia del control policial, no cuenta con un centro de salud, tampoco cuentan con transporte público, entre otros. Todo esto genera inseguridad, desconfianza, descontentos, desacuerdos y poco interés por parte de los vecinos.

De tal manera se Entiende a la seguridad ciudadana, como la preocupación de la calidad de vida y la dignidad humana en términos de libertad, acceso al mercado y oportunidades sociales que tiene como principal papel y significado el evitar una agresión violenta contra la integridad física y, sobre todo poder disfrutar y circular tranquilamente por las calles, sin miedo a ser asaltado.

Para proceder la investigación se empleó las siguientes técnicas: observación participante esto quiere decir que no hubo intervención alguna en sus actividades de reunión  participamos con el único instrumento de observación, el cuestionario siendo una técnica necesaria de saber específico y concreto las problemáticas o necesidades de nuestra población, las entrevistas utilizamos esta técnica con el objetivo de obtener información o manifestaciones de opiniones creencias, costumbres de nuestra población investigada y por último las historias de vida se centra en torno a un individuo, que relata su experiencia y trayectoria de vida, siendo la única estrategia que percibe el mundo subjetivo de la persona, respecto a las interpretaciones de los contextos en la que radica.

A partir de considerar el diseño como la planificación de la aplicación de los métodos utilizados en la investigación podemos dividir la investigación en momentos:

Primer momento: En un primer momento utilizaremos los siguientes métodos: deductivo como un método referencial que nos permite ordenar la estructura del trabajo. Y el método inductivo para determinar los casos particulares que suceden en la población investigada como también estudiar los pequeños aspectos.

Segundo momento: Emplearemos otros dos métodos, análisis y síntesis. El análisis para descomponer, desintegrar o separar los estudios del caso. Y la síntesis para concretizar el trabajo de la investigación.

Tercer momento: En un tercer momento utilizaremos la investigación acción que nos ayudará a que la investigación se complemente con la práctica (acción).

Luis Ramiro Beltrán en su ensayo: “Un Adiós a Aristóteles” hace un aporte sobre la Comunicación Horizontal en la cual argumenta lo siguiente; “que todo el mundo tiene derecho a la comunicación con el ejercicio efectivo del derecho a recibir mensajes y al mismo tiempo de emitirlos, puesto que es una exigencia natural individual, como un requisito de la exigencia social sobre el uso de los recursos de la comunicación para compartir exigencias y es mediante el diálogo que se da lugar a la interacción democrática y a la participación de la comunicación horizontal”

 [[La]] importance of the communication dates from the beginning from the life of the human being, by the necessity to interact with its social surroundings based on his on experience and development of the species. Lately our country has happened through multiple changes of articles of incorporation and economic which have transformed certain scenes of our society

Also with the present investigation it is tried to fight against the indifference of the participation in different meetings this in good from the progress of the zone not being known that she is one of the falencia that affects to the progress of the same one and by the opposite aid to the delinquency to it grows more easily in its social surroundings.

The reality of the settlers of the zone San Felipe de Seque sector 7 shows precariedades as its life, one of the causes is the such neighboring lack of suitable information and direction to its authorities or leaders like a. This generates absence of ocal participation, which implies a reduction in its organization and demands like the lack of the basic services that is an element essential to live like a suitable communication well. Another adverse factor is not the citizen insecurity, the absence of the police control, does not count on a health center, count either on public transport, among others. All this generates insecurity, distrust, displeasures, discords and little interest on the part of the neighbors.

Of such way It is understood to the citizen security, like the preoccupation of the quality of life and the human dignity in freedom terms, social access to the market and opportunities that have like main paper and meaning avoiding a violent aggression against physical integrity and, mainly to be able to enjoy and to circulate calmly around the streets, without to be assaulted fear.

In order to come the investigation one was used the following techniques: participant observation this means that some in its activities of meeting was no intervention we participated with the only observation instrument, the questionnaire being a necessary technique of knowing specific and concrete problematic or the necessities of our population, the interviews we used this technique with the objective to obtain data or manifestations of opinions beliefs, customs of our investigated population and finally life histories are centered in winch to an individual, that relates its experience and trajectory of life, being the only strategy that perceives the subjective world of the person, with respect to the interpretations of the contexts in which it is.

To start off to consider the design as the planning of the application of the methods used in the investigation we can divide the investigation at moments:

First moment: At a first moment we will use the following methods: deductive like a referential method that allows us to order the structure of the work. And the inductive method to determine the particular cases that they happen in the population investigated like also studying the small aspects.

Second moment: We will use other two methods, analysis and synthesis. The analysis to disturb, to disintegrate or to separate the studies of the case. And the synthesis to concretize the work of the investigation.

Third moment: At a third moment we will use the investigation action that will help us to that the investigation is complemented with the practice (action).

Luis Ramiro Beltrán in its test: “A Good bye to Aristotle” makes a contribution on the Horizontal Communication in which it argues the following thing; “that everybody must right to the communication with the effective exercise of the right to receive messages and at the same time to emit them, since it is an individual natural exigency, as a requirement of the social exigency on the use of the resources of the communication to share exigencies and is by means of the dialogue that gives rise to the democratic interaction and to the participation of the horizontal communication”
