Resumen

 Este trabajo se desarrolla en el entorno de la Escuela de  Formación Artística, creada en el municipio de Tocancipá - Cundinamarca – Colombia a mediados de la ultima decada del siglo XX, para estructurar en papel el proceso socio- político y cultural que genero la creación de la escuela de formación musical, describir el momento histórico y recordar a las personas que han influido en el desarrollo de los programas educativos desde el inicio mismo del programa. El desarrollo de este proyecto devela un dialogo reflexivo entre las instituciones municipales, (alcaldía, consejo, colegios y la comunidad misma), con el fin de brindar herramientas dinámicas, flexibles y asequibles a los niños, niñas y jóvenes del municipio que por medio de la música consiguen expandir su panorama educativo y crear para si, un futuro promisorio lejos de conflictos como el consumo de drogas y otros que afectan directamente sus entornos, este acto reflexivo denota hallazgos sobre el impacto que la EFAT causa directa e indirectamente en los hogares de sus participantes y en la población general que sin duda encuentra en las representaciones de las orquestas del proceso un hito de identidad importante, de orgullo y credibilidad institucional, partiendo del ejercicio de  la investigación documental minuciosa y aplicada al análisis de la veracidad, se vale también del enfoque cualitativo y el método de investigación acción participativa (IAP) y con un paradigma socio crítico y humanista que permita comprender de manera holística el significado de la EFAT para el municipio.

Abstract

This work is developed in the environment of the Artistic Training School, created in the municipality of Tocancipá - Cundinamarca – Colombia in the middle of the last decade of the twentieth century, to structure on paper the socio-political and cultural process that generated the creation of the musical training school, describe the historical moment and remember the people who have influenced the development of educational programs from the very beginning of the program. The development of this project reveals a reflective dialogue between municipal institutions (mayor's office, council, schools and the community itself), in order to provide dynamic, flexible and affordable tools to children and young people of the municipality that through music get to expand their educational outlook and create for themselves, a promising future away from conflicts such as drug use and others that directly affect their environments, This reflective act denotes findings on the impact that the EFAT causes directly and indirectly in the homes of its participants and in the general population that undoubtedly finds in the representations of the orchestras of the process an important milestone of identity, pride and institutional credibility, based on the exercise of thorough documentary research and applied to the analysis of the veracity, it also uses the qualitative approach and the method of participatory action research (PAR) and with a socio-critical and humanistic paradigm that allows understanding in a holistic way the meaning of the EFAT for the municipality.
