RESUMEN

Venezuela es uno de los principales puntos de acceso por vía marítima a toda la región de la América del Sur, Centro América y El Caribe. Por otra parte la incorporación plena Venezuela al Mercado Común del Sur (Mercosur) supone un incremento de los volúmenes del tráfico marítimo en puertos venezolanos. Es por ello que el control de los espacios acuáticos es un tema de vital importancia para el Estado venezolano. Esta investigación tiene como objetivo elaborar una propuesta (utilizando  las  Tecnologías de información), que permita  adecuar el Sistema de Control de Tráfico Marítimo en Puerto Cabello, con el propósito  de hacerlo más eficiente desde el punto de vista gerencial y operacional. Esta es una investigación bajo la modalidad de proyecto factible; la información necesaria para esta investigación se obtendrá a través de revisión, análisis de documentos; (convenios, resoluciones, recomendaciones) emanados por las organizaciones internacionales encargadas de definir los estándares para la implementación de este tipo de sistemas, la revisión de los principales referentes en seguridad marítima y gestión de información. Los resultados de esta investigación permitirán que las autoridades competentes para el control y la gestión del tráfico marítimo en el Puerto Cabello tengan un sistema operativo o herramienta, que permita  adecuar el Sistema de Control de Tráfico Marítimo en Puerto Cabello, con el propósito  de hacerlo más eficiente desde el punto de vista gerencial y operacional; lo cual traerá beneficios al Estado y a la sociedad en el orden económico, político, social. Este trabajo se enmarca en el área de investigación de Ciencia, Tecnología de la Información y Desarrollo de la Economía, pautadas por la Universidad José Antonio Páez.

ABSTRACT

Venezuela is one of the main access by sea to the entire region of South America, Central America and the Caribbean. Moreover full Venezuela to the Common Market of the South (Mercosur) incorporating an increase in the volume of maritime traffic in Venezuelan ports. That is why control of aquatic spaces is an issue of vital importance to the Venezuelan state. This research aims to develop a proposal (using Information Technology) , that will bring Control System Vessel Traffic in Puerto Cabello , in order to make it more efficient in terms of management and operational view. This is research in the form of feasible project ; the information needed for this research will be obtained through review, analysis of documents; (conventions, resolutions, recommendations) issued by the international organizations to define standards for implementing such systems , review of the premier maritime security and information management . The results of this research will allow the competent authorities for the control and management of maritime traffic in the Puerto Cabello have an operating system or tool that will bring Control System Vessel Traffic in Puerto Cabello, in order to make it more efficient from the point of view of management and operational; which will bring benefits to the state and society in the economic, political, social order. This work is part of the research area of Science, Information Technology and Development Economics, University patterned by José Antonio Páez.
