INTRODUCTION

The civil conflict that since 2011 confronts President Bashar al-Assad and the armed opposition - the Syrian National Coalition and the Islamist groups - has left more than 140,000 dead, 6.5 million internally displaced persons, at least 2.8 million refugees and dramatic political and demographic transformations for the control of diverse strategic zones for both sides (UNHCR, 2014). The Syrian civil war has also had an international reach - the various phases of American and Russian interventionism - and regional.

The purpose of this article is to analyze the regional scope of the Syrian civil war, whose emphasis is placed on the material and individual interests of States and non-state actors-Hezbollah-1 involved in the Syrian civil war.

The existing power relations between state and non-state actors in the Middle East2 in the Syrian civil war have been determined by geostrategic and economic interests. As for the former, Syria appears as a relevant State for the support of the Shiite alliance between Iran-Syria-Hezbollah, an alliance conceived by Turkey, Saudi Arabia and Qatar - Sunni tacit axis - as a source of threat to its main interests: security and power relations -equilibrium or hegemony- in the region; These states, in turn, have supported the secular Syrian rebels - Free Syrian Army - and Islamists - Islamic Front - to advance their purposes. Within its power strategies, the economic factor plays a very important role in front of the possession and distribution of energy resources and routes for its transport along a strip that goes from Qatar or Saudi Arabia - on the one hand -, and Iran or Iraq - on the other -, towards the Mediterranean, through Syrian territory.

  1. PERCEPTION OF A NEED

The crisis in Syria is unprecedented in its complexity, brutality and duration. The 7 years of violence, poverty and displacement are having devastating consequences for millions of girls and boys: families do not have the resources to cover their basic needs for food and shelter, girls and boys with disabilities run the risk of being excluded and forgotten, attacks on medical and educational facilities have decimated the country's health and education systems ... 7 years of conflict, 7 years of pain and loss for millions of children.

At UNICEF we do not want, nor can we, let the needs, lives and future of the Syrian people disappear from the conscience of the world. We are supporting reconstruction and recovery efforts by prioritizing children, including those with disabilities.

The conflict in Syria needs an immediate solution. We must try to end all restrictions on the delivery of humanitarian aid and provide assistance to all children who are in such delicate situations.

The population resists with an amazing capacity, but the violations of rights continue to be very high, especially for children. We can not allow them to continue to endure so much horror.

Displaced to flee the war: there are 6.1 million displaced people inside Syria and 5.5 million live as refugees in neighboring countries. Many of them have fled up to 7 times to dodge the horror of war and survive.

Facing the harsh winter: the escalation of violence has forced families to flee with little or no possession. Families struggle to buy the most basic goods such as warm clothes, scarves, gloves and shoes to protect their children from the cold.

Excluded and forgotten: In 2017, more than 360 children were injured and many of them were disabled. Some 3.3 million children inside Sira are exposed to explosive devices. More than 1.5 million people live with disabilities related to war.

Water, as a weapon of war: infrastructures for water supply are attacked or rendered unusable. It is estimated that 14.6 million people lack access to drinking water.

Health in danger: only half of hospitals are still operational. Immunization coverage has been reduced by half: from 90% before the war to 70% now, which puts the health of millions of children at risk.

Interrupted education: more than 2.4 million Syrian children (1.75 million in Syria and more than 730,000 in neighboring countries) can not go to school. 1 out of every 3 educational centers is destroyed, damaged or used as a refuge.

Poverty: prolonged unemployment, displacement and rising fuel and food prices have caused 85% of Syrians to live below the poverty line. Children have to work in more than 75% of households. In some cases, your salary is the only resource for families.

  1. A peace conferences: in which Iran, Turkey and Saudi Arabia (and the Gulf monarchies) are major players as Muslim countries with the most influence in the region and that at the moment have conflicting interests that foment violence. The United States and Russia, the other permanent members of the Security Council and the European Union must sponsor and, if necessary, enforce it.
  2. Cut funding sources: to all the contenders, for which it would be necessary to control the flow of illegal oil from wells held by DAESH and other factions. Similarly, prosecute the illegal traffic of works of art that surely is made through large fortunes located in tax havens.
  3. Suspend the sale of weapons to all countries in the region: the weapons with which it is fought in Syria comes from Russian or Western industries in its great majority. One out of every four weapons produced by the big arms companies (most are based in the five permanent member states of the Security Council) are exported to the Middle East (Saudi Arabia was the biggest buyer last year).
  4. Employ military means to help refugees: Still thousands of them live in miserable conditions or try to cross the sea to get safe from war. The great powers and the countries of the Arab League have ships, planes and other military transports that could be used for humanitarian purposes. Recent maneuvers by Russians and NATO and Saudi Arabia's large military expenditures show that there are sufficient budgets for matters related to deterrence.

  • Prepare a great development plan for the region to provide a hope of quality of life to those who remain and those who are willing to return. Without that condition, peace will never be possible.
  • Urge the media to responsible information and control social networks, so that they are not speakers of the terrorists' propaganda and so that they do not broadcast Islamophobic messages that incite violence.
  • Establish humanitarian corridors to help escape the war. In this case, and through a resolution of the United Nations Security Council, air intervention would be acceptable to protect against possible attacks against those who try to flee the war.
  • Promote integration plans for Muslims living in the West based on education and integration, mainly that of young people, with the help of the media and social networks. The United Nations already has the right instrument: The Alliance of Civilizations, an initiative that now, more than ever, should be promoted.
  • Dictate sanctions against those countries that protect, protect, support or disseminate fundamentalist messages that incite violence and terrorism.
