Introduction
Purpose
The intention of this document is to establish an organized procedure that allows to the Junta de Protección Social, to respond effectively to any emergency. This plan wants to mitigate the damages and effects caused by the men or natural disasters, prepare measures to save lives and avoid damages and respond during and after the emergencies.
What do we want to reach?
This plan gives responsibilities and establishes actions to follow before, during and after the emergencies.
Emergency brigades
Concept:
It refers to a work team of the company, that has representation in all the sectors, that is able to offer the appropriate and efficient answers in cases of emergency, using the available recourses, and by those to carry out this task, using the established procedures according each event.
Mission:
The brigades of emergency are to safeguard
1. The integrity of the personal
2. The clients of the organization
3. Decrease the damages on the material property and,
4. Restore the normality in the least time possible.
With the help of an appropriate answer to the emergencies and the identification of the risk factors.
Vision:
In the year 2002, the process of the emergency brigades at an organizational level, they should be in all the centers of work of the country and act with independence when they have to take decisions during the manage of the emergencies and disasters at their level, but integrated in the organization politics.
OBJETIVES
To consolidate a chain of control that allows him autonomy and efficiency in the capture of decisions during the managing of an emergency.? To possess a system of communication and information for the members of the chain of control; especially, for emergency situations, which the labor of response facilitates.? To fulfill the limits or protocols of action defined for every type of event to the one that is answered, with the purpose of improving the procedures of intervention.? To contribute with the campaigns of prevention and spreading orientated to the institutional centers of work to promote in the civil servants, the change of culture towards the risks and disasters.

Guides in case of emergencies
Eviction
The most important thing is the security of the employees and the clients in general. This is because in the majority of the emergency situations, evict the building is the greatest thing to do. The Eviction Operations of the JPS establishes the following things:
1. The Emergency Contact Employee of each floor has the responsibility to let others know about the eviction in case of a risk that attempts against the security due to an emergency situation.
2. The notice for evicting the building will be the alarm. The Emergency Contact Employee of each building is going to activate it and at the same time is going to communicate with the Security and Surveillance Office and Occupational Health. The verbal notice will say: “this is an emergency, please evict the building right now”.
3. When the eviction signal is emitted, all the people have to go out the building in an ordered way. Once all are out, they have to be in the security zones.
4. The eviction order might be just for one floor where the signal is given.
5. The Contact employee(s) in an Emergency each floor has to identify with anticipation any person with impediment that uses the building and can have difficulties dislodging him. Also they have to be warned about the security officials to collaborate with the persons in dislodge.
7. Once notified the situation, the Directive Group will take the decision to activate this Plan using the established guides. Since that moment the Committee of Emergencies will take control and the direction of the operations.
8. If it is necessary, the Directive Group will communicate to the societies of Extern Support.
9. After the emergency, the Directive Group will do the area evaluation and will determine if the building is in conditions to occupy. If there is a presence of a society of Extern Support, it would be take in consideration the suggestions of the society when they have to take decisions.
10. The Employee (a) Contact in Emergencies of every floor will provide information to the Emergency committee, who will do a report written on the happened. A copy will remain in the Office of the Emergency coordinator of JPS, who it will submit to the Manager with recommendations and another copy will be sent to the Office of Health and Occupational Security.
11. Trainings will offer for the Managerial Group and for the Operational Group. These will be organized by the Office of Health and Occupational Security and will be offered by this Dependence and by entities of external support.
12. Exercises of emergency eviction will be realized sporadically by the intention of practising the exercise of eviction with the personnel and the clients. The Emergency committee will decide which floors will be select.
13. During the first day of revenue to her working office of Occupational Health will give the instructions of eviction and safety measures of the Institution to the employees of the first revenue. These are in the Appendix *3. It will be a responsibility of the Department heads to make sure itself that the employees should fulfill with this commission.
Storms and tornadoes
According to the statistics, in the Caribbean area tropical storms are formed every year, which 6 are hurricanes. This happens between June to November.
We want to reduce the dangers and damages to the property and the people, and so the following precautions will be taken into account:
Before the tornadoes season
Emergency committee
a. It is going to establish communication with the external support entities that can help.
b. The committee is going to get together in March of each year for the actualization of this plan.
Status of storm warning
Emergency committee
a. The committee will verify the state of preparation of the JPS to face the emergency.
b. Will ensure that the people needed for the Operational Group will be activated for the preparation of the JPS before the emergency.
c. Will make a final review of the building and its surroundings.
Imminence condition of the storm or tornado
Emergency committee
a. Will say the people who have to stay in the JPS building.
b. Will command to the Security Officers that they have to be responsible of the restricted access.
After the storm or tornado
Emergency committee
The committee is going to get together as soon as the emergency passes and the services are reestablished to evaluate the actions taken before, during and after the emergency. If there is any suggestion, it has to be evaluated and taken into account in the annual review.
Wastes and emanations of Dangerous Substances
The wastes of some chemical substances can put in danger the life, health and the environment. Some wastes can be perceived with the naked eye, others are harder to detect. Because of that we have to be warned to the next signs strong smells or stronger than usual, irritation in the respiratory system, eyes and skin, mist and steam and whistle sound or hissing.
The best control of a place where dangerous substances are, is gotten trough the prevention, planning each activity carrying out in safe way. This procedure establishes the steps to follow to attend the wastes or emanations of chemicals substances that can not be prevented. This one also includes the activities that has to be made before and after that a waste is occurred.

Emergency Committee
A. Will establish communication with the support societies that can lend help. In the Appendix # 1 there is the list with all the societies which has been established contact. This one has the name of the society, telephone numbers and of at least the name of one contact.
B. They will get together in the month of March of each year for the actualization of this plan.
While an emergency of wastes or emanation of a dangerous substance is occurred…
Emergency Committee
A. They will contact all the recourses for the control of the wastes or the emanation of the dangerous substances.
B. If it is necessary, they will establish communication with the Extern Support Societies that can assist with the control of the situation.
C. They will evaluate the danger to determine the effects in the health, property and environment using the Security Information Sheets (MSDS) and all the information available.

Emergency Committee
They will evaluate the area decided if it is in conditions to be inhabited. They take in consideration the recommendations of the Extern Support present.
