(NATIONAL ENGLISH PROGRAM IN BASIC EDUATION)
HOW EFFECTIVE HAS “NEPBE”(NATIONAL ENGLISH PROGRAM IN BASIC EDUATION) BEEN IN ENGLISH TEACHING IN THE MEXICAN BASIC EDUCATION SYSTEM?
NEPBE is theoretically perfect design and clearly structured and quite defined, nevertheless it has faced many obstacles, being the main, the insufficient budget designated to cover the teacher´s salaries of the entire Basic Education schools around the country as well as the correct implementation and teaching process tracking, among others.
Based in a globalized changing world NEPBE has designed a syllabus that covers all the needs current societies demand, in order for the students to develop the specific competences to get them ready to integrate to a world of information and communication technologies and to rapidly and diverse changes.
This program integrates English teaching in basic education since the early third grade of kinder garden until third grade of secondary school. The syllabus is divided into 4 cycles. Each cycle has its purpose and is subdivided into five units and in each unit two products are worked.
The program is also based in “Social Practices of the language” together with “specific competences” which are conceived as complex and articulated configurations of the doing with, knowing about, and being through language whose purpose is to preserve the functions of the language within social life.
Moreover The class is developed in a simulated environment so the students can interact with specific vocabulary depending on the environment the social practice of the language is taking place and these environments are divided as follows:
• Familiar and community environment
• Literary and Ludic environment
• Academic and educational environment
And last but not least, achievements are also included in each social practice of the language which are goals to be reached at the end of each month, on the presentation performance of each product.
This explanation gives an idea of how the program is structured its organization and distribution of contents as well as the foundations in which the program is based on and the achievements that the students have to accomplish.
However, it is important to emphasis, the pilot and the expansion stages of NEPBE have been a difficult process, so many issues have been deleting the correct implementation of the program and some of them are mentioned below:
• Enough Budget to pay English teachers for Basic Education in the whole the country.
• Teachers with the required qualifications for the appropriate teaching subject in every cycle.
• NEPBE´S (National English Program in Basic Education) implementation and expansion.
• NEPBE´S training
• Lack of a systematized evaluation of the implementation of the program.
Focused on the state of Chihuahua and based on factual data, NEPBE has not covered the total of elementary schools because it doesn´t have enough money to pay so many English teachers the schools need, adding the fact that the teachers hired are not well paid and their contracts are due before the school year ends. Now they are trying to train the same elementary teacher who is in charge of the group to cover the English syllabus, which is not the right way to apply it.
Teachers need to be experts on the subject because they are the most important models of spoken and written language; therefore they must be competent and proficient language users as well as critical well informed agents who are also pedagogical trained and have knowledge related to the student´s development at different
