It is said that from the middle of the twentieth century the industry showed accelerated growth, developed this by the implementation of new substances in agriculture in engineering and medicine.

The Aburrá Valley is a subregion located in south-central Antioquia department, Colombia, in the middle of the Central Cordillera of the Andes. The Aburrá Valley is one of the main industrial centers has the Colombian territory, Here is the group of 10 municipalities in an area of 1,152 Km2, it is also important to mention that in this locality inhabited by 60% of this department population equivalent to 3.312.165 inhabitants. This region provides a considerable increase in favor of Colombia's gross domestic product, and eighty percent of its GDP Departmental, including much of the chemical industry; this has resulted in an increase of emergencies, due to handling and transport of substances a high degree of risk.

The group of engineers and geologists who developed this proposal, reveal with their research how important was to provide adequate prevention and planning in the manifestation of such events, for it took as essential to create new tools that allow us to evaluate and model the conditions previously risks in industry or on a route through which transport dangerous substances.

In consequence, the Aburrá Valley Implemented a methodology for prevention and analysis of the risks associated with the transportation of substances. Taking supported a Geographic Information System which is an integration conformed by hardware, software and geographic data to solve problem complex of planning and geographic management, The article says that in the study is embodied the presentation of a new tool, the first implemented in our country and has allowed prevent and manage of good way the risk from chemical that present this region.

The next step of this analysis will explain in a brief account the implementation of new methodologies for the Aburrá Valley for evaluation presented chemical risk, first choose the method that handles risk indices incorporating a similar used widely in industry of process globally, then combining it with the method of Rhombus, these methodologies of risk indices provide a direct technique to estimate the global risk associated with a business or activity and can stipulate certain factors that may affect operating activity.

The method of the rhombus proposed the qualification of four (4) elements of a rhombus threat, vulnerability to people, environmental vulnerability and vulnerability to infrastructure, with this methodology it was possible to assess the chemical risk in facilities and transport routes, thus there is a valuation and concludes the classification of threats the worst case as the potential impact of the people, the environment and infrastructure.
